The article says that Ministers must be appointed from the legislature, but if I recall correctly both Stephane Dion, and Pierre Pettigrew were both made Canadian Cabinet Ministers by Jean Chretien before they were MPs. Sima Yi 07:01, 27 December 2006 (UTC)[reply]
What is the citation for "In some presidential systems of government, such as the United States, Philippines, and Mexico, ministers are formally titled secretaries because the term minister was considered to carry royalist connotations considered inappropriate in a republic."
