I believe this map to be OK because it is used for nonprofit, educational purposes. However, the map is based on the old Viking photos. Better maps are available at this point, but I do not know how to access them. It would be great if someone could take these old maps off the quadrangle maps and add new updated ones. In some countries, works for hire belong to the employer and in other countries, the copyright belongs to the employee. No idea what the rules are in the source country of this photograph.   • Hold I would say that this isn't a photo of a photo, but a photo of a photo shoot. Considering that one of the other three images uploaded by this user (a single-purpose account that uploaded images and made a few minor edits to the article on Lisa Pegher) has an OTRS permission attached to it, it might be a good idea to reach out to Lisa Pegher to clarify the status of these images.
