All these files are shadowing similar (but more recent) seals of the Provinces of Philippines. According to Commons C:Template:PD-PhilippinesGov these files are not copyrighted. However the same template warns that it is not always the case. Also, this license conflicts with our license Template:Non-free Philippines government. In a nutshell, Republic Act 8293 basically is saying "Our gov files are in the public domain excepting for non-commercial uses". Both templates have been nominated for deletion C:Commons:Deletion requests/Template:PD-PhilippinesGov, C:Commons:Deletion requests/Template:PD-PhilippineGov, and Wikipedia:Templates_for_discussion/Log/2016_January_21#Template:Non-free_Philippines_government, and both were kept. Commons considers the law provision acceptable while Wikipedia considers it unacceptable. I suggest that we do nothing with individual files until the problem is sorted out. The local files and the Commons files have the same copyright status, and regardless of whether the files are free or unfree, we would still use them in the articles about the locations. --Stefan2 (talk) 22:24, 20 March 2016 (UTC)[reply]

Non-free former logo being used in Central Penn Capitals#Logo gallery. A non-free use rationale, but this type of decorative usage in image galleries is generally not allowed per WP:NFG. The logo itself is not the subject of sourced commentary within the article so the contextual significance required by WP:NFCC#8 is lacking. A Non-free use rationale is provided for "Central Penn Capitals", but file is no longer being "as the primary means of visual identification at the top of the article dedicated to the entity in question", so the contextual significance required by WP:NFCC#8 is now lacking since the logo itself is not the subject of any sourced commentary and decorative usage in a gallery is typically not allowed per WP:NFG. Suggest remove from "Central Penn Capitals" unless the NFCC#8 issues are properly addressed.

Usage in "2015 York Capitals season" fails WP:NFCC#10c since a separate, specific non-free use rationale is not provided and also (possibly) NFCC#8 since team logos are typically not allowed in individual season articles per Nos. 14 and 17 of WP:NFC#UUI, unless it can be shown this was the first season the logo was actually used.
