I doubt that the uploader had the rights to this image, given that another one of his images (File:Barsha Priyadarshini.jpeg) was found to have been taken from another source. I also need to note that I just blocked the editor because he was also vandalizing Wikipedia, giving us another reason to doubt that he actually owns the rights to said image. The source of the photograph is listed as Wikimedia Commons and the license claims to be a CC license, but Commons:Commons:Deletion requests/File:Teemo.JPG implies this is not accurate.

The photograph and the lanterns were presumably not created by the Wikimedia Commons itself, so the license is likely inaccurate. The image is currently orphaned. Sunmist3 (talk) 07:36, 7 August 2016 (UTC)[reply]

The file was an original upload onto the Commons. Does the same licensing still apply to the image even if the image was delete from Commons? It seems like the file link to a page was erroneously delinkied by the User:CommonsDelinker bot.--Prisencolin (talk) 00:20, 8 August 2016 (UTC)[reply]

It's part of a mosaic on display at the Archaeological Museum in Naples, which I photographed years ago. I've added the relevant info to the file. At 11:01 on 1 January 2011, User:Vanished user 5zariu3jisj0j4irj (a user in good standing who invoked their right to vanish) both claimed ownership of the image and confirmed that they intended to release it as PD by tagging it {{PD-release}}. The user makes a claim that as this mosaic is part of a building (or is a work of artistic crafstmanship) it's covered by the UK FoP rules, notwithdtanding that it would otherwise be a 2D work. I'm not so sure this logic is correct, and hence this FFD. If it not under FoP, Im not seeing a reason for 'non-free' use as the mosaic is notdiscussed in the linked article. While a mosaic is inherently 'three dimensional', this image only replicates the '2D aspects' of the work. You can't tell that there is any texture to the mosaic, and the texture contributes nothing (such as shadows) to the image at hand. It's also unlikely that the artist intended for the 'three dimensionality' to contribute anything... it's just an attribute of the medium used that it's never completely flat. I would call this a 'two dimensional work of artistic craftmanship', which is presumably on permanent public display given it's described location, and so falls under Freedom of Panorama per UK rules. I'm not at all clear what either of the above participants is arguing. The Village Hall Committee is apparently in favour of the image remaining here.
