According to an Estonian Olympics book, he didn't really win the medal. The medal was given to Everard Butler, who had gotten a faster time in the semi-finals. No regulations said though, that semi-final results could count in giving medals. Now, Wikipedia says that both Kuusik and Butler won the bronze medal while actually only Buttler did. It should be clear that both achieved 3.-4. place, but one of them didn't win a medal.
