Simonyte is not PM yet

She is, since November 25, Prime Minister-appointee. The PM is still Saulius Skvernelis, in acting capacity. Her proposed Cabinet has yet to be confirmed by the President of the Republic and approved by the Seimas.

Do we have a citation when she transitions from Prime Minster-elect to the offical role of Prime Minister? It appears as of today, the acting Prime Minster is Saulius Skvernelis, according to the offical website of Lithuania. I was just going to say this too because according to this "On behalf of the people and the Government of Lithuania, Acting Prime Minister Saulius Skvernelis extends sincere greetings to Finland on the Independence Day." which was posted on 2020-12-06.
