Poppaea Sabina installed G.Florus specifically to provoke the Jews to war. This was part of the Zealot/Sicarii war party's plans, to use G.Florus to antagonize the Jews and thereby justify the Zealot/Sicarii's own political take over of power in Judea. G. Florus would supply the "problem" that the Zealot/Sicarii could then "solve" for the Jewish folk, bringing them to power on a wave of nationalist fervor, intended as a repeat of the Maccabean Revolt vs. Greece 200 years before (the "Zeroeth" Jewish War). G. Florus almost certainly arrived in Judea after the Great Fire of Rome — set by Zealot/Sicarii extremists — and this explains his harsh measurs towards the Jews. Again, much as Marxist rebels in Armenia around 1900 CE committed attrocities against the Turks in order to provoke reprisals that would then bolster the Marxist rebels' standing amongst the Armenian folk, so too the Zealot/Sicarii torched Rome... and then, indeed, G. Florus cracks down... and then, indeed, the Jews revolted and the Zealot / Sicarii came to power, declared martial law, and assumed total political power in Judea (until broken by Rome).
